[ISSUE]: Update to dotnet 10

In preparation to add dotnet 10 support we need to handle these tasks

• Update docs to include dnx usage
• Update test scripts to use dnx
• Include net10 in the build CI.sln
• Check if we can have dedicated package per os for dotnet 10
