[Bug]: parallax cli did not kill subprocess if press ctrl-c twice

Steps to Reproduce

press ctrl-c twice quickly, then "ps -ef | grep parallax", the process is still here and http port is occupied

Expected Behavior

if press second ctril-c, should force kill all process immediately
