help with /claim

When a new player join my world he can use /claim without a golden shovel but why? i will only use it with a golden shovel

The first claim does not require the claim tool. To create additional claims they will need the claim tool.

By default, the first claim is created when a player puts down their first chest, i.e., does not require the claim tool.

Is there an issue with new players using /claim for their first claim?
