feat: add skip payroll functionality

This adds skip payroll functionality.

Note:

• This does not cover when skip payroll throws payroll blockers, that is covered in a follow up ticket which is still being worked on by design
• We are going to hide skip payroll when the conditions aren't met for skipping, that work had some ambiguity so ticketed the effort in a follow up
