Are these instructions specific to a TL-WR703n with the 16MB flash modification? Or is it still possible to build a custom 22.05 or newer firmware for the original 4MB flash?

Also, I previously downloaded a 21.02.01 firmware for the TL-WR703n from your site, which I never attempted to flash. Looking at the file size now, I see that it's 4.5MB, so I'm assuming this too was for a 16MB modded version.

Yes, these instructions specific to a TL-WR703N with the 16MB flash modification. You cannot flash a firmware image downloaded from our website to the original 4MB flash device.

For the original 4MB flash, you do not need to change target/linux/ath79/image/tiny-tp-link.mk or target/linux/ath79/dts/ar9331_tplink_tl-wr703n_tl-mr10u.dtsi since editing those two files are only required for a modified device.

If you have a device with the original 4MB flash, and wants to use a newer version of OpenWrt. I wouldn't say it's impossible. You can try to remove certain packages you don't need and see if you can build an image less than 4MB to be able to flash. There's an OpenWrt wiki page for how to save firmware space.
