Feature request : Return to Author - feedback note in the UI

Overview of the Feature Request
As a curator,
When I click on "Return to author" in an "In review" dataset,
I can fill in a feedback note,
In order to inform the depositor of what additional/edits are needed.

What inspired the request?

This issue is just to highlight/document the need of this feature in the SPA :)
