Add Kadane's Algorithm

Hi @IamBisrutPyne, I would like to contribute the Kadane's Algorithm implementation which aims to find the maximum possible sum of a contiguous subarray within a given one-dimensional array of numbers.
It's a famous widely used yet simple dp algorithm.

I would like to get assigned to this.
