Support downloads based on cohort filters and cart selections. #1505
Description
- Limit local downloads to no more than 3T. Warn user over 2TB of the size and durations.
- Theoretically this prevents downloads of more than 65k series until we can hook it up to the BQ manifest builder but in reality a 65k+ series cart or filter set will always be over 3TB and so will require a user to use CLI download anyways.
