Installation timeframe

JEDI oops issue #2963 does not mention a timeline. It only mentions the plan to update JEDI's requirement to atlas version 0.43 for the OpenMP support.

Other information

GDASApp is built with JEDI oops. GDASApp is included in GFS v17. Not sure if JEDI oops will require atlas/0.43.0 or higher before GFS v17 is delivered for implementation. Even if GFS v17 GDASApp does not require atlas/0.43.0, GDASApp will eventually require a higher atlas version.

We're hoping to require atlas 0.43 in the months ahead.. though realistically I think it's better if to update spack-stack first so more JEDI users have the new atlas ready when we bump JEDI's requirements.

There is a bug in Atlas that is currently being worked on, ecmwf/atlas#314, the fix for which will need to be in the next selected version of Atlas. So given that the latest release is 0.43.1, we will need something higher than this (probably the next version release).
