Cedarling bindings: a couple of cross-binding design concerns from C bindings review

While reviewing the C bindings PR I found two things that are consistent across all language bindings but seem worth discussing.

• shut_down() is never called automatically on instance drop: PR comment
• get_data_ctx can't distinguish a missing key from a stored JSON null: PR comment
