Timeout users on Automod #315

Is your feature request related to a problem? Please describe.
Many people get warned repeatedly by automod in a timespan of seconds and banned afterwards. After a warning, it might not be clear that a ban could follow soon after. After of just being warned, they should be temporarily stopped from their misbehaviour instead of just waiting for the next warning. Aside from that, people might just see their message being deleted (without the warning message, especially if they blocked the bot for whatever reason) and post it again.
Describe the solution you'd like
Automatically timeout users for a short timespan e.g. 30 seconds) whenever they are warned using the automod system.
Describe alternatives you've considered
- The users could be timeouted for different timespans.
- The timeout could also be applied on non-automod warns.
Both of these options are up for discussion.
