pypandoc-binary 1.16 only has macosx wheels

on Pypi, release 1.16 of pypandoc-binary only has 2 wheel files for Macosx, nothing for Windows.

thank you for the catch. Made a pr that should hopefully fix this, and then 1.16.1 will be available shortly thereafter
