Any way to enable/disable modules in safe mode (i.e. Vector is not loaded)

Currently trying to get GrapheneOS working and if anything isn't working on boot, the system just bootloops and I have to get saved by my bootloop detection module. I don't know any way I can make sure the right modules are disabled without being able to successfully boot with Vector first.

Usually, you don't need those bootloop protect module, simply try force power off and power on with key combination to enter safe mode.

Still doesn't allow me to do anything about the offending modules in some circumstances short of pulling the DB and editing it manually, from what I can tell

What do you mean ? If you want to configure Xposed without manager, try using the cli at /data/adb/lspd/cli.

That still requires me to be able to boot with the vector module successfully running, which in the case that modules are enabled that crash the system framework, I cannot. And running the CLI with the module not running but just installed gives socket errors.

Try to inspect the logs in data/adb/lspd/log to figure out the reason by yourself.
