ZBM5-2C-80/86 On/Off state reporting not working properly with default values

I've recently added/interviewed my switch into Z2M, as stated above, it did not report its own On/Off state to Z2M if I toggled the switch physically, the On/Off state works perfectly fine if I toggled it via Z2M or Home Assistant. Or I trigger it physically using the button on the switch, and refresh the State in the Exposes section of the device page in Z2M, it will update the state correctly.

I found that I had to go to Devices -> [Name of device] -> reporting, and then for each endpoint I had to change the Min rep change from 1 to 0 to make it report that I've toggled the On/Off state physically on the switch.

Is this a deliberate setting for ZBM5-2C-80/86 that I should revert to 1?
Is it a bug where it's supposed to report even when the value for Min rep change is set to 1?
or 0 is the correct value?
does this apply to ZBM5-1C-80/86 & ZBM5-3C-80/86 too?
