Remove naga release workflow off the master branch.

This PR removes the naga release workflow from the GitHub Actions configuration. The change eliminates the automated release process that was triggered by successful E2E naga test runs on the naga and canary-naga branches.

• Completely removes the release workflow file that handled automated npm publishing
• Eliminates the changeset-based release process for naga-related branches
• Removes associated release infrastructure including NPM token validation and package publishing steps
