RoE NPCs unresponsive

Hey all. I just launched my server and unfortunately there's an issue a player noticed when attempting to complete "First Step Forward". I can confirm this issue persists as I attempted to complete the quest in both San d'Oria and Windurst and had the same problem.
Issue: The RoE NPCs are unresponsive and do not trigger a cutscene as expected and I get these errors in map server:

San d'Oria (Rolandienne)

Windurst (Fhelm Jobeizat)

Not sure if this is just an issue with my server or what. Help would be appreciated.

It could be possible you might be running a newer client that been updated to the latest. Currently LSB has not updated to retail for the client. They have not done ID Shifts yet.

This is for current ver 30260203_0 which is Feb update

The current NPC ID for San d'Oria that you posted is for

Also would be good to make a issue on something like this, cause discussions is not always looked it.

Keep an eye on https://github.com/LandSandBoat/server/tree/history/April-2026-ID-updates and its PR soon(ish). I've been falling behind lately due to external factors, but there's around 1000 NPC/Mob shifts that will be added to that shortly.

Aside from ID shifts, they did change the new ROE tutorial questline...which may cause some additional weird behavior.
