fix uploading created legacy ckpts

What does this PR do?

We have introduced logic to test creating legacy checkpoints also in on PR #17562, which means that PL is installed from source and but then it miss tag and it is not uploaded to storage as new entry, now on releasing flow we rename this local to actual tag
