Stop self-hosted CI jobs from running on forks

Currently, if you have a fork of MFC with CI/Workflows enabled, GitHub tries to run the self-hosted job (from the matrix configuration) and stalls for 10+ hours waiting for a self-hosted runner to become available, before ultimately failing.
