This switches to the new shared S3 deploy bucket for the Oracle lib. It also adds another job to test stage to check that the container image will build before running the deploy stage.
The aws cli was failing in Travis because the version of botocore installed in the project was too old for the version of aws cli installed during the build process.

This switches to using the shared deploy bucket and adds a job during the test stage in Travis to check that the container builds successfully.
Dependencies have been updated as well to address an incompatible version mismatch between awscli and botocore.
