What does this PR do?
This PR adds a test but more intended to get feedback on the start of my DSpace code refactor in anticipation of an upcoming project. There are just a few basic classes and functions that I will later augment with logging, tox, package setup, and other things I've learned from the ArchivesSpace refactor. It is less time-sensitive than the ArchivesSpace-related work so review at your leisure
