Most HEIF files don't have a moov box

Summary

The ISOBMFF specification (ISO/IEC 14496-12) clearly requires all files to have a moov box.
While testing my implementation I discovered that most HEIF files in this repository don't have one.

Steps to reproduce

1. Use an ISOBMFF parser to read C002.heic

moov is not required by HEIF. See (for example) the note under table 2 of ISO/IEC 23008-12:2022 Section 10.2.2.1.

I think there are various parts of ISO/IEC 14496-12 that are true for MPEG-4, but are misleading for ISOBMFF family in general. That is, they're valid requirements until something else changes them. That may be something that is already fixed in the next amendment (which I understand is substantial), but is probably worth filing as a bug against the spec.

Okay, thank you, that makes a lot of sense. Unfortunately I don't have access to the HEIF spec so I wasn't able to check.
Is there any way to access the next amendment of the ISOBMFF spec so that I can check if there are any other bugs in the current version that I have to be aware of?
