Cleanup the project a bit

This PR tries to improve the project by making it easier to set up. This is accomplished by

• adding a readme file (feel free to add content)
• adding the required django settings while keeping secret settings out of the repository
• adding a Pipfile to keep track of dependencies

Generally we have to decide if we want Pipfile or requrements.txt (added in #1). And we should probably pin the mayor version in the requirements, to not get so many surprises while updating dependencies
