docs: add Tariff Manager page and update all affected pages for v1.6.0 - New Tariff-Manager.md — full documentation: setup, config reference, entity descriptions, quality states, notifications, dashboard, examples (Octopus Agile), troubleshooting - Home.md — added Tariff Manager to pages table and quick facts - Configuration.md — added tariff fields to Options section - Entities-Reference.md — added Solar Forecast and Tariff Manager entity tables - Automations.md — replaced manual TOU section with built-in manager note and added Tariff Mode state-change automation examples
