Bugfix to LFRic Apps vn3.1

Hi All,

A bugfix has been applied for the LFRic Apps vn3.1 release, fixing an issue where linear/adjoint/jedi upgrade macro chains hadn't been updated correctly. Due to the metadata structure, this will affect most branches with upgrade macros contained.
This bugfix has been applied to the main and stable branches in lfric_apps and a new tag, vn3.1.1 has been created. We have also created the tag, 2026.03.2, which has also been created for all SimSys repos for consistency, although for most repos this is identical to 2026.03.1.
Please upgrade vn3.1 branches by merging in stable. Any upgrade macros should continue to use vn3.1 for before and after tags.
