Update delegation guides

Refactor delegation quickstart into a guide under Guides > Delegation > Execute on a user's behalf. This will include both creating and redeeming a delegation. Need to find a different place to locate the alternative options for creating (different types of delegations) and redeeming (via different types of accounts and execution modes).
