Renames deployment API references to deploySmartAccountsEnvironment, adds encodeDelegations/decodeDelegations docs, fixes examples/copy, updates README dev URL to 3003, and adds an "LLM context" sidebar link.

• Smart Accounts Kit docs:
  • Rename deployDelegatorEnvironment/deployDeleGatorEnvironment to deploySmartAccountsEnvironment across guides and reference; update examples and keywords.
  • Add new utility references: decodeDelegations and encodeDelegations with examples.
  • Fix example typos (imports, commas) and refine copy (account upgrade guidance, permissions request wording).
• Site updates:
  • Update README dev server URL to http://localhost:3003.
  • Add "LLM context" external link to the Get started sidebar.
