403 "Forbidden" error when trying to download Command line installer

I am trying to create a silent system-wide deployment of MikTex within an organisation. All of the instructions on the website indicate that I should be downloading the Command-Line Setup Utility for this, but when I try to download it I get an error:

"403: Forbidden - You don't have permission to access this resource"

I have tried on a non-work device (just to make sure there were internal security tools blocking access) and get the same error.
Is this still application still being supported by the developer, and if so is there somewhere else I can get the Setup Utility?
