tsconfig.json compilerOptions.paths doesn't support @

First of all, thanks for this great tool!

Steps to Reproduce:

Reading #14907 (comment) seems that there's a problem with the scoped packages (stating with @organization) and VSCode doesn't map the paths correctly. The reproduced error and the same problem reported by many users can be found at 14907.

Does this issue occur when all extensions are disabled?: Yes

Further findings reading microsoft/TypeScript#20132 (comment)
led me to run: tsc --traceResolution | grep @coachcare/common/shared:

======== Resolving module '@coachcare/common/shared' from '/media/work/ccr-commonModule/src/app/dashboard/forms/forms.component.ts'. ========
'baseUrl' option is set to '/media/work/ccr-commonModule', using this value to resolve non-relative module name '@coachcare/common/shared'.
'paths' option is specified, looking for a pattern to match module name '@coachcare/common/shared'.
Module name '@coachcare/common/shared', matched pattern '@coachcare/common/*'.

No need to say that I'm using VSCode for an Angular 5 Project :)

I had a tsconfig.json inside ccr-common for documentation purposes, without the paths configured... I began to suspect once I saw the other folders resolved the packages correctly!
