DSC pull server: answer FAQ about sql?

Given that we get frequent questions about the pull server backend database and SQL server, should we consider putting relevant information into ./dsc/reportserver.md ?

This was indirectly completed with PR #2300 that included information about SQL Server support in Windows Server versions greater than 17090.
