Set-AuthenticodeSignature doesn't support HTTPS for TimeStampServer

PowerShell 7.3 added the ability to specify a TimeStampServer with an HTTPS URL. However, the underlying API doesn't actually support it. This results in an error from the command, but the file is signed without a timestamp.
