Fix typo and clarify package validation vs completion status in MSIX app submission docs

This PR addresses user confusion about the difference between individual package validation and overall section completion status in the Microsoft Store app submission process.

Issue

Users were confused when their app packages showed "Validated" status but the overall Packages section displayed "Incomplete" (as shown in the user's screenshot). The documentation didn't clearly explain this distinction, leading to uncertainty about what steps were needed to complete the submission.

Changes Made

1. Fixed Typo

• Corrected "trasmits" to "transmits" in the Privacy Policy URL field description

2. Added Clarification

• Added a NOTE block in the Packages page section explaining:
  • The Packages section shows "Incomplete" until all required fields are completed
  • Individual packages can show "Validated" while the section remains "Incomplete"
  • Package validation confirms uploaded files are valid, but section completion requires all mandatory package-related configurations to be set
  • Provided reference to detailed upload documentation for troubleshooting

This clarification helps users understand that package validation is just one part of completing the Packages section, and that additional configuration may be required even when their files are successfully validated.
