Summary

add dialog fragment with 4 consent checkboxes
hook StartupActivity to show dialog and use view model for consent updates
ensure main activity requests consent update on startup
configure build-time placeholders for default consent values
expose consent strings and layout

Testing

./gradlew test (fails: SDK location not found)
