LGTM. Thanks for cleaning this up.
I think we can reduce one transpose if using CP but it would complicate the code with conditional statements so I'll leave that choice up to you.

What does this PR do ?
Clean up VLM's transposes in different parallel settings. For different combination of sequence packing and SP/CP, there were some not needed transposes before. Clean those up by always using SHBD order and only transpose before & after CP comm.
