Fixed incorrect use_bias parameter handling in ConformerEncoder.change_attention_model

What does this PR do ?

Fixes bias handling in change_attention_model to preserve original attention's bias configuration instead of always assuming use_bias=True.

Changelog

1. Add the self.use_bias class attribute in ConformerEncoder
2. Use that to set the correct use_bias value for new attentions when calling change_attention_model

GitHub Actions CI

The Jenkins CI system has been replaced by GitHub Actions self-hosted runners.

The GitHub Actions CI will run automatically when the "Run CICD" label is added to the PR.
To re-run CI remove and add the label again.
To run CI on an untrusted fork, a NeMo user with write access must first click "Approve and run".
