CI: Expand Windows test matrix

Previously we had to pay for GH-hosted runners so we've been doing very limited tests on Windows. Now that we move to use self-hosted runners, we should restore the full test matrix: All supported Python versions x all supported CUDA versions.

Another dimension of the support matrix (Windows driver modes) is tracked in #985.
