v3 docker image maybe build arch error on arm64

Describe the bug
I have try to run v3-develop image，but got exec /init: exec format error

To Reproduce
Steps to reproduce the behavior:

1. Start v3 image with docker
2. See error

Operating System
ubuntu 22.04 arm64

Additional context
Image digest: sha256:f3eaa492b2aa50e01a9a3ee7317698faea6a04ae61fd1d2629e1ff091d6701f6
Test with OCI arm instances
