Builder fix: a compile that runs out of memory is retried

If your build stopped with "clang frontend command failed due to signal", run HookshotBuilder.exe again and build: a compiler that ran out of memory beside the others is now retried alone, and fewer compile at once on PCs with less free memory (3.5 GB each).

Everything from new-installer is in here (one small download, small updates, foliage and AMD fixes). An installed builder updates itself with a ~4 MB download.
