I could not find what version of Typescript/Javascript is supported by Office Scripts for Excel documented anywhere within the documentation. It would be good to have this as general spec of the platform.

Thanks for raising this concern. The version of TypeScript used by Office Scripts is an older one (4.0.3, as mentioned in OfficeDev/office-scripts-docs-reference#305). We'll add that to the docs.
