Definition of breaking changes?

Is there somewhere in the repo that outlines the criteria for what is considered a breaking change?

I can confirm that this is a but blurry, I changed in one of the OAS files a property type from integer to string and openapi-diff failed to detect this as a breaking change.
OAS version is 3.1.x
