This is what OCL's data shows about the concepts in the Scenarios. It was read from OCL production, from the HEAD of the PIH and CIEL sources, on 2026-10-28.
- The scenario tables name 52 CIEL concepts. Each of the 37 that have a PIH equivalent has exactly one active SAME-AS mapping, stored in PIH. The other 15 have no SAME-AS mapping to PIH, in either direction.
- Among these concepts, CIEL has 17 active SAME-AS mappings to PIH, and all 17 agree with PIH's.
- Retired mappings. CIEL's only retired SAME-AS mapping to PIH among these concepts, CIEL:1499 Moderate → PIH:1907, points to a code that has no concept in PIH. So it couldn't produce a replacement, even if retired mappings counted. (An earlier draft of the rules said it would give CIEL:1499 two PIH equivalents; it can't.)
- PIH-Malawi. CIEL also maps CIEL:1065 Yes and CIEL:1066 No to PIH-Malawi. A retired mapping, CIEL:5622 Other → PIH-Malawi:6408, points to a code with no concept. PIH-Malawi isn't on the ranked list, so none of these affects the scenarios.
- Rule 1's main alternatives change nothing here. Counting only mappings stored in PIH, or counting retired mappings too, gives the same five results. The prototype's tests check this. Counting only mappings stored in CIEL would drop 20 of the 37 equivalents.
- CIEL:162820 Problem severity has both Q-AND-A and CONCEPT-SET mappings to its six answers.
- SAME-AS mappings that Rule 1 ignores. PIH concepts carry SAME-AS mappings to themselves (for example, PIH:2545 SAME-AS PIH:2545), and to PIH codes that have no concept. Neither kind links two sources.
- A missing equivalency. PIH:1100 and CIEL:1100 are both "Daily or almost daily", with no SAME-AS mapping between them. See Open questions.
- A stale search result. The OCL API's mapping search can return a mapping that no longer matches the query. Searching PIH for SAME-AS mappings to CIEL:1499 also returns PIH:9477's mapping, which points to CIEL:162218. The prototype keeps only mappings whose target matches exactly.
- PIH's own structure. PIH's answers and set members for PIH:2545, PIH:7539 and its members, PIH:304 and PIH:12268 all stay within PIH.
