Max Concurrency Settings on Workflow Settings

Max concurrency settings field is implemented on the workflow settings panel, it needs to be wired up to:

1. Save the set concurrency
2. Set the workflow concurrency

Currently you can only toggle the number up and down but nothing happens when you save the settings.
