Fix incomplete search results after OGM harvests

Harvests now synchronize their records to Elasticsearch before reporting success. Synchronization uses bounded bulk batches, preserves the live index, removes unpublished records from search, and invalidates search/suggestion caches. Index failures are surfaced on the harvest run.

Production reconciliation restored 184,362 missing search documents. Unfiltered search now returns 321,304 published records: 318,052 repository-tagged records plus 3,252 other published records. The dashboard's 353,076 harvested entries include shared record IDs across repositories.

Includes a manual synchronization command and regression tests for pagination, publication handling, cache invalidation, incomplete indexing, and harvest failure propagation. No database migration is required.
