Fixes harvesting from archived OpenGeoMetadata repositories, including the deprecated BTAA sources migrated into geobtaa.

  • Reconcile archived repositories as disabled during catalog refresh.
  • Preserve repository settings and skip disabled or archived sources when scheduling and running harvests.
  • Handle archive webhooks and exclude archived local checkouts from standalone harvesting.

Includes #19; fixes #15. Validation: 23 focused regression tests passed.
