Fixes misleading harvest timing on the repository dashboard.
- Separate the last successful harvest from the latest run's status and start time.
- Show readable stages for running harvests, including importing records and updating the search index.
- Keep running completion timestamps empty and preserve the last successful completion when a later run fails.
Includes #22. Validation: 23 focused tests passed, including PostgreSQL harvest-history regression tests.
