Text alignment improvements in 'Configure Parsing Options' screen

Suggested by @lozanaross - Lock the  "-0- rows of data" options next to their respective text categories (i.e. Discard initial / Load at most); this is CSS flexbox / or grid-related. Make sure the options that are Commons-specific stay below that heading even on large screens (again, this can be controlled with the CSS settings of flex/grid).
