Clearing out the User Preferences System Prompt results in a save failure

1. User puts text into the System Prompt box of User Preferences and hits save.
2. User goes into User Preferences, deletes all text from the System Prompt box with the purpose of getting rid of any system prompt influence
3. When user hits save, it gives an error "Failed to save user preferences. Please try again."
4. User must enter at least one non-empty space character for the save to complete.
