@kdfwow64 Closing this as it is an OpenAI billing issue. You need to have tier-1 access in the API. In order to gain this access, you must spend at least $5 in API credits. You can do this by pre-paying for it in your OpenAI account. Note that it will take a few minutes to unlock access to gpt-4-vision-preview after you've purchased the credits.
