This PR introduces a new mechanism for extend block tables. By specifying
use_extend_tables=Trueduring the lifecycle of a request, it triggers the resource_manager_v1 to allocate additional blocks and assign them torequest.extend_block_tables. Conversely, specifyinguse_extend_tables=Falsewill initiate the reclaiming (or cleanup/release) process.
