[FDConfig]Turn on the CUDAGraph + RL switch

Motivation

CUDAGraph is enabled by default(#3594), but RL is temporarily disabled to avoid conflicts. This PR will allow the use of CUDAGraph in RL.

Modifications

Removed the relevant startup parameter checks from FD config.
