[CI] fix some ci yaml

Motivation

This PR includes the following updates:

1. Removed accuracy_test and stable_test from CI tasks.
2. Removed sot and mtp validations from base_test.
3. Updated build artifact path from
   FastDeploy_ActionCE/SM → FastDeploy_ActionCE/cu126/SM
4. Fixed packaging URL error in the publish_job task.

Modifications

1. Removed accuracy_test and stable_test from CI workflows to streamline the testing process.
2. Removed sot and mtp validation checks from base_test, as they are redundant under the current setup.
3. Updated the build artifact output path.
4. Fixed the packaging URL issue in the publish_job task, ensuring correct artifact upload links.

Usage or Command

No user-facing changes.

Accuracy Tests

Functionality unaffected, no tests needed.
